There are three stages to building a solid double-skin wall.
CREATE A FOUNDATION by digging a trench, adding mesh and pouring the concrete. A footing for a wall of about 13 metres long averages about $2300 if done by tradies or $1300 DIY.
LAY THE BRICKS beginning with the corners of the outer skin then laying the infill bricks and the inside skin.
APPLY RENDER and leave it to cure for a smooth finish to paint. Tackle it as a complete DIY job or get a tradie to help with applying the render, which takes a bit of practice.
